The City of Pearland committed more than $38 million to construct public road and install utility infrastructure to support The Spectrum at Clear Creek:

• Extension of Kirby Drive, a major four-lane, divided thoroughfare, from Beltway 8 south to Shadow Creek Parkway
• Extension of North Spectrum Boulevard from Kirby Drive
• Extension of South Spectrum Boulevard from Kirby Drive
• Creation of a regional water detention area, allowing full development of all the property adjacent to and within The Spectrum at Clear Creek
• Installation of major utilities, including:
  • 16-inch lateral water lines
  • Sanitary sewer connections leading to an expandable treatment plant that accommodates 2 million gallons of water per day
  • Power, gas and high-speed telecommunications
